Try taking close-up pictures of colored lights slightly out of focus. Looks like there might have been a flash used as well to get the octagenal shape. Also you can try using filters over the lens... crumpled cellophane, a piece of screen door screen, or just be creative and try different things.
Grampa designed a kaleidescope for the lens of one of our cameras...that was a really neat effect. If you are interested, I'll explain futher.
